Bank Checks

Bank checks do not appear to be implemented. Is this by design?

I know that they appeared in Publish 4 (src: http://www.uoguide.com/Publish_4), which is circa March 8, 2000.

Also, for future reference, is there a particular Publish or Date that this shard aims for? I know it's Pre-UO:R, but specifically?

They were intentionally removed.
Late 1999, with a few exceptions such as customized housing since this does not affect game play.
