Swamp Dragon Barding

I just found the swamp dragons in the Lost lands, and after taming one and reading about them I have a couple of questions. Do our blacksmiths have the ability to make the barding for them? I checked exceptional player made tools on my tinker/blacksmith character and didn't see the barding option. Is there a quest, BOD, or some other thing I need to do to unlock it?

There is no swamp dragon barding as this would create a unique combat advantage with these specific mounts.
